South Africa programmatic DOOH: the full market briefing

The short version
South African out-of-home is digitising fast. Roughly 910 screens across 17 media owners are addressable programmatically today, and all of it can be bought through a single Trade Desk seat alongside display, video, connected TV and audio — same audiences, same frequency control, same reporting.
The reason to look now is not the inventory. It is that roughly half of South African DOOH investment cannot be independently verified, and a quarter of roadside digital screens were found dark at the last national audit. Bought conventionally, an out-of-home budget produces a photograph and an invoice. Bought programmatically, the same sites produce screen-level delivery data and exposure that can be built into an addressable audience — an asset that outlives the flight.
The competitive position is unusual. Programmatic accounts for only around 7–8% of DOOH spend globally, and we can verify just six named South African advertisers who have bought this way in seven years. Meanwhile PwC projects DOOH will overtake traditional out-of-home formats in South Africa by 2028. Early is still available.
What this document is not: it carries no budget figure, no CPM and no forecast, because no reliable public South African DOOH CPM data exists and partner rates depend on a defined flight.

01 Where the market actually is
South African out-of-home is digitising quickly, but from a low base, and the programmatic layer is younger still. The accurate framing is early-mover, not late: the infrastructure is live, a trading currency exists, and very few advertisers in this market are using it with any discipline.

Two structural points worth carrying into an internal conversation: South African digital screen estates are growing at roughly 25% a year, and Gauteng holds over 500 roadside digital screens against just over 80 in the Western Cape — roughly 54% of the country's ~16,200 billboard faces. CONFIRMED
02 The measurement gap
South African out-of-home has an evidence problem the industry names openly, and it is the reason a programmatic route is worth a conversation even where the media plan itself would not change much.
~50% of DOOH spend cannot be independently verified by Outdoor Auditors and Seedooh combined. CONFIRMED
~25% of roadside digital screens were found non-functional during a national audit, attributed to loadshedding. CONFIRMED
~14,000 billboard faces are audited across 500 towns and 250+ media owners, twice a year. The audit exists; the delivery proof largely does not. CONFIRMED
71% average occupancy on static billboards nationally — context for what the market is actually absorbing. CONFIRMED
If half of a channel's spend has no third-party proof of delivery, and a quarter of its digital screens were dark at the last audit, the question is not whether out-of-home works. It is whether anyone can show you what you bought. That is a reporting-layer problem, and it is solvable without changing a single site on the plan.
Two related pressures are worth knowing about. Media owners themselves report that marketers increasingly want visibility into which screens actually received investment, and into media value versus technology mark-ups — a fair question to ask of any intermediary, including us, and one we would rather answer up front. Separately, Johannesburg has begun issuing legal notices directly to brand executives over unauthorised structures, where Cape Town enforces more consistently through clearer by-laws. Compliance exposure now sits with the advertiser, not only the media owner. CONFIRMED
03 What is actually addressable today
This is where most market overviews mislead. Vendor pages quote national screen counts that include inventory no demand-side platform can reach. The figures below come from a live Perion inventory plan pulled for South Africa — outdoor, retail and transit venue types, 29 June to 26 July 2026 — cross-checked against The Trade Desk's own written confirmation of South African supply.

These are screen counts, not impression share — BrandIQ and Epic Outdoor deliver disproportionately high impressions from large arterial sites.
Inventory concentrates where the audience is. Gauteng dominates: Sandton 119 screens, Pretoria 80, Randburg 47, Sandhurst 43, Johannesburg 37, with Soweto separately represented. Cape Town and eThekwini/Durban follow. By venue the plan is roughly 67% billboard (roadside, highway, spectacular), 31% mall, and a small transit and rail component.
Creative support is broad: all 910 screens accept static image, 863 accept video, 597 accept HTML and 659 accept packaged ZIP assets. Standard spot lengths run 10–15 seconds. An existing digital asset library is therefore largely usable with format adaptation — the standard buy is not a bespoke production project.
04 Supply path into The Trade Desk
All of this runs through the existing seat. The Trade Desk has confirmed South African DOOH supply directly, and confirmed that gambling is permitted subject to an Online Gambling addendum being in place. CONFIRMED
Perion (formerly Hivestack) — reaches the 17 owners above, including Reveel, Innovocean, Tractor, BrandIQ, Epic and Blu Label. Live inventory plan already pulled. The Hivestack brand was retired in February 2025; it trades as Perion now. CONFIRMED
Broadsign, including Place Exchange — Primedia Outdoor, Provantage, Reveel, plus transit and taxi networks. Place Exchange was acquired by Broadsign in November 2025, so this is one supply path now, not two. A live Trade Desk campaign on this path in South Africa is publicly documented. CONFIRMED
VIOOH — JCDecaux South Africa, 170+ screens across malls, rail, roadside and airports. VIOOH lists The Trade Desk as a connected DSP and South Africa as a trading market. CONFIRMED
Vistar / Magnite DOOH — no public evidence of South African inventory found. Not a planning route.
05 Who is already buying this way in South Africa
Programmatic DOOH is not theoretical in this market. A small number of advertisers have run it, and several published what happened. This is the full set we have been able to verify — which is itself the point: the list is short.
HP, 2023, The Trade Desk + Broadsign — +27% lift in purchase consideration, 95,000+ ad serves, 3.7m+ impressions, targeting parents 25–54. Published as a Broadsign case study; the one verified South African case on the same DSP we operate. CONFIRMED
Vodacom, 2021, Adform + Broadsign Reach on Primedia Outdoor inventory — a market-first programmatic DOOH campaign in South Africa, across high-traffic Johannesburg sites, bought through Vodacom's own in-house media team. Announced by Adform. CONFIRMED
Zoho, 2024, Tractor Outdoor — 198 geo-fenced premium sites; 53% recall among multi-exposed audiences, ad likeability +32%, brand image +27%. Tractor Outdoor's own published brand-lift study: the media owner's measurement, not independent. REPORTED
MINI, 2020, Tractor Outdoor via Posterscope — South Africa's first fully automated programmatic DOOH buy, as announced by Tractor Outdoor in October 2020. CONFIRMED
Pepsi MAX, 2021, Tractor Outdoor forecourt network, 46 screens — a one-month flight across BP forecourts in Johannesburg and Pretoria; client-reported 40% year-on-year sales increase — their figure, not an independent measurement. REPORTED
RE/MAX of Southern Africa, 2022, Hivestack (now Perion) on Innovocean screens — the world's first programmatic anamorphic DOOH campaign, by Hivestack's and RE/MAX's own designation, at the V&A Waterfront. CONFIRMED
A separate study published by Tractor Outdoor in February 2026, with an unnamed telecommunications advertiser, found audiences exposed to DOOH were 45% more likely to visit the target retail locations, with 70% of those visits inside ten days — the media owner's own measurement; the advertiser is not disclosed. REPORTED
Six named advertisers, and one unnamed, across seven years, in a market with 910 programmatically addressable screens. Whatever else is true, this is not a crowded auction.
What the programmatic route adds to a site list you may already have
Nothing above argues for different billboards. It argues for a different way of buying the same ones. Screen exposure captured through the seat becomes an audience that can be addressed again across display, video and connected TV — so the flight leaves something behind rather than ending when the posting period does.
06 Measurement — set the expectation before launch
South Africa has the only out-of-home trading currency in Africa: the Out of Home Measurement Council's ROAD 2.0, which reports Visibility Adjusted Contacts — attention-weighted, factoring vehicle speed, dwell time and visibility cones. For programmatic specifically, the OMC applies the World Out of Home Organisation algorithm, normalised to a five-second advert in a sixty-second loop. CONFIRMED
ROAD figures will not reconcile with Trade Desk impressions, and neither will reconcile cleanly with proof-of-play verification from Seedooh or Polygon. That is a property of three different measurement systems rather than a fault in any one of them. The reconciliation layer belongs in the reporting design up front, with agreement on which number is the decision number before a first flight starts — not treated as a surprise in week three.
07 How a first flight would work
